How do I stop them from calling?

Been getting calls from this no# for years! Looking for someone who gave them my cel ph# number to them. I just ignore them.
tried to call them to have my no# removed but, that did no good.
NCO Financial has two websites, one is called NCO Financial Services, and the other one is called NCO Groups. Since this WhoCalledUs sensors more that two links, I will save my links for important info below.
Send NCO a Certified Letter, return-receipt, re Fair Debt Collection Practices Act (”FDCPA”) 15 USC 1692c(c), stating to Cease and Desist contacting you, by U.S. Mail and Telephone Calls. Then promptly report them to the Pennsylvania Attorney General OnLine Form here attorneygeneral.gov The Pennsylvania Attorney General recently finished a big caser against them, though the complaints continue.
In 2004, NCO was fined $1.5 million to settle "Federal Trade Commission charges that it violated the Fair Credit Reporting Act (FCRA) by reporting inaccurate information about consumer accounts to credit bureaus." (FTC NCO Case File 992-3012 ftc.gov )
In 2006, NCO paid $300,000 in settlement to the Commonwealth of Pennsylvania after an investigation of over 800 complaints to the Pennsylvania Attorney General's Bureau of Consumer Protection.

Has called numerous times, left no messages. I called them back and the phone was answered "NCO Financial" and I told them that I had been getting calls from this number and wanted it stopped. I advised them my number was only a few months old, and they asked me if a Tiffany lived here, and I said no. Apparently this Tiffany had my number before it was assigned to me - and NCO said they would remove my number. Guess we'll see.
In the meantime, I hope to have peace and quiet from other peoples bill collectors as I am a retired grumpy old man.
