How do I stop them from calling?

got 3 calls from this number within 2 hours on my cell today (11-30-07)
+861063980848 Odd number, I'm guessing an international number. I don't answer numbers I don't recognize, if it's important they'd leave a message... this caller did not and have only called twice.
