Report a phone call from 8163892804
How do I stop them from calling?
- Ask the unwanted caller to stop calling and put you on their do not call list (they are legally required to comply).
- If your number is registered with the National Do Not Call Registry you can file a complaint with the FTC.
- Block them with a call blocker:
Uniden DECT1288 blocks up to 20 numbers, plus Private and Unknown, with the reject tone, without ringing the phone.
Panasonic KX-TG106 blocks up to 30 numbers, plus all unidentified callers, with a busy tone, after the phone rings once.
JF Teck Caller ID with Ring Controller blocks up to 70 numbers, and can be set to always allow up to 100 to ring through.

Just got the call from "Rachel" myself. And I'd actually lodged the complaint with the FTC (complaints.donotcall.gov) before finding this site :). They called my business cell phone too...Scumbags.
Piss and moan all you like - BUT ACT!
Here is the link to the site where you can file a complaint.
complaints.donotcall.gov
DO IT!!!! I read several posts here and not one mentioned reporting the violation. ACT!!!
Oh yeah, and dorry for double posting. It's an automated message, so Rachel must be lying.
LOL @ Rachael. I don't even own a credit card though my parents do. It's been 3 different people: Michael, Rachel and Michelle. What -insert ton of bad words here- Phishing is illegal and I can't believe they still haven't been caught!
PS- i'm from NS canada
I got this call just 15 minutes ago. Didn't answer the phone - was the same recorded message from Cardholder Serves - except it was Mike. Now they do include an option to stop the calls. My first clue this was a scam is they don't tell you the actual name of the credit card company - when it's a vague name like "Cardholder Services" you know they're full of it. I've had my credit card company lower my interest rate before but it was through a notice I got in the mail and the actual name of my credit card company was on the letter. I laughed when I saw "Rachael's" comments - now she's taken to scamming people on message boards, too?
By the way, I'm from Alberta, Canada.
WHY IS EVERYONE HANGING UP ON ME???????? I HAVE MILLIONS AND MILLIONS OF PEOPLE TO CALL AND , MAN ARE MY FINGERS TIRED !!! IT'S NOT A SCAM , I PROMISE !! MY FRIENDS ALL HATE ME , MY FAMILY HATES ME TO . DO EVER NEED A VACATION
These people call me -every day-.
Literally up to 7 days out of every week, sometimes twice in a day, for the last two years. I'm often not here to get the call, but when I stay home, every dang day! And I have requested they stop calling me (Do Not Call List)twice, and they will not honour my requests.
I'm in Ontario, Canada, and supposedly there's a legal action that can be taken, but when I ask for the name of their company, I get hung up on. The best I've gotten is 'MCS', possibly in Tacoma, Washington.
I got rachael too, for the millionth time. These people are nuisance spammers and somehow get away with it. HOW?? They called me again today and I pressed the number to talk to someone. A snot-nosed kid answered and told me that he couldn't give me their contact info until after I apply (say what??) and I asked for it again. I told him I wanted it so I could report him for violating the law and he said ... get this ... "well, 1-800-fuck-you is the number". And he hung up. Our government is supposed to be preventing things like this? Ha! Like they HELP anything they touch. I ain't gettin' my money's worth from them.
I pressed 1 since they didn't get the hint the last time I told them not to call. "Miguel" asked me if I pressed "1" to lower interest rates. I said, "No, I want you to stop calling me." There was a beep and he asked if I heard a beep. I said I did, and he said I wouldn't be called. I explained that I had asked already that they not call, and he said that was another company (with the same computer message?!). When I started to talk again, he also was trying to speak. Then he had the gall to say to me, "When I talk, you listen." Can you believe that s**t?!! Of course, I politely said, "Oh, f**k no. You called ME at MY house trying to sell me something!!" and promptly hung up. I am contacting the FCC today.
These calls come from American Debt Negotiators. See their web site at adnnow.com
google them and report to american FCC. They also use 866-969-4236
Caution for credit card fraud
Same twit, same story.
There are many variations to this scam besides cardholder services.

I've decided that all tel sales calls will be picked up but I will not speak to them.
If they chose to waste my time and their own time then I chose to add a little frustration
to their day by picking up the receiver and saying nothing - until they hang up.
I've received this same spiel ("Rachel from Cardholder Services") from two different phone numbers today; this number and (702) 818-2427. I've also received calls with this recording from at least three other numbers.
Obviously, "Rachel" really gets around. ;-)
same as bmw
Ever wonder where drug addicts, prison parolees, and newly released mental patients go? They become debt collectors....oh.....that's why they are BRAIN DEAD DIRTBAGS!
"Hello, this is Rachael at Cardholder Services, calling in reference to your current credit card account. [...] it's urgent that you contact us concerning your elegibility for lowering your interest rates. [...]" Spammers!
I got another call the other day. When I pressed 1 to lower my rates, some guy came on and asked me if I pressed 1 to lower my rate. When I asked him what kind of scam he was running, he "hah this is not a scam sir" then pressed a button on his phone and hung up.
Im in Nova Scoia and I recieved a call from this number saying they were Capital one and because I was not home they wou;d call back. When I called the number back I got a busy signal. I researched and found this site. By the way I dont own any credit cards!
Called about lowering interest rates - Scam
Just got them again (they used to call all the time from a 310 number that would just read "CALIFORNIA" on call display).
This time though, they had an option 3 to stop receiving calls (which I've attempted). Another effective method I found effective, was to press 1 for operator, and in the most creepy voice I could muster, just slowly repeat "penis" after every word the operator said, until they hung up (apparently them hanging up gets them in trouble with their scam masters?)
Got the call, (BC) tried calling back but got a busy signal. Message says "press 1 to ...." but hitting the "1" does nothing
something about it being urgent for us to contact them about getting a better (mortgage?) interest rate.
From BC, Canada. Got the same message, "press one as this is your last chance to lower your interest rate." no company or name left. I just deleted the meaasge.
Spammers who use different numbers, blocked one the other night, only for them to use this number. Tonight after I answered the phone with "hello" I got a computer telling me "invalid option, please press 1". The option I chose was to hang up.
Btw, I live in NW Ontario.
Just called here too. Lowering my rates on a card I don't have.
Sorry, forgot to add, I'm in Ottawa Canada
Called A-GAIN (like 5th time). I pressed '1' and when operator came on, she said, "did you press 1 to lower rates", I said, "no, I pressed 1 to get off your damned list!".
She hung up on me.
Repeated calls back yielded a busy tone.
Called today in Nova Scotia. Weird message - what losers.
called me today, i'm in ontario
did i mention i dont even have credit cards
Press 1 to lower rates
My credit card company would not make this call. This is probably a scam
Message was same as "bmw".
I asked who they represent and the rep. (not Rachel, lol!) hesitantly gave me a list of credit cards provider names (mostly retail orgainzations).
I asked for the representative's supervisor and was eventually disconnected.
Makes you wonder about how legitimate they are if there are no supervisors around to talk to upset potential customers.
Do not give out your c/c information over the phone to anyone. You never know who is listening.
Even if these folks are legitimate, what do they do wtih the database and information after their phone campaign ends?
About lowering credit card interest rates. Gotta be a scam!
Called me (in Ontario, Canada) at 9:15 am about lowering interest rates. Called Capital One, confirmed it's a scam. Beware!
By the way, the number (if you do a search on it) comes back as:
Type: Land
LineProvider: Birch Telecom
Location: Kansas City, MO
5 minutes of silence - located in canada.
jeez... wasted money just to find out this number... sigh...
bell canada tech support are such liars! they say they can't see any numbers on their system... what bullcrap
