"Polio" Recovery: they call all the time! They ask "by my first name?", I say "why?" They say "What do you mean why?" I say "you called me?" They say "Is this name?" I say "why?" They say "I have an important message!" I say "who are you?" They are so stupid that say "their name." I say "who do you represent?" They either say, "I'll call back!" ( sometimes I say I'll be waiting for you tomorrow) or if they say "I'm with Portfolio Recovery!" If they say "I'm with Portfolio Recovery!" I say "Polio Recovery?" They say "no, Portfolio Recovery!" (now they are pissed) I say "why would anyone want to talk to Portfolio Recovery" and hang up! Sometimes they call the next day, sometimes they don't call for a few days. I guess that they are keeping a record on me? Try this! This pisses them off! I'm retired, I wait for them everyday! :-)

I got a call on 12/7/2012 @ 3:50 pm.
The guy asked for my mom, he sounded country. I assumed it was a person in Florida, possibly someone we knew because the area code there is 628. I guess I was wrong. He said he'd call back when I told him she wasn't home. He's an awful debt collector, because he sounded like a normal guy and kind of distracted/flustered or what have you. I don't know. Annoying though.

No, Mike, the problem is that you don't need to be in debt to receive a perfectly legal skip trace call. As I tried to say before, you cannot assume your inbound call at dawn has a domestic source. In parallel with other industries, several high volume collection agencies have long ago outsourced to mainly South Asian call centers. This again is legal, if disturbing due to the huge potential for their abusing private financial data out of our sight and reach.

As to what I guess is your reference to the Truth in Caller ID Act, it's not so easy to apply to this call genre. The faulty or suspect CID has to be a real spoof, meaning PRA pretends to be some other entity, and the spoof must be connected to fraudulent intent. The CID entries currently reported in the log above would not meet those conditions.

None of this is to say, and this would be understatement, that PRA is incapable of illegal conduct. This is the one agency made famous a couple years ago by a dead woman who was somehow signing affidavits for debt lawsuits by the hundred each day. I've talked about that in a few PRA threads like this:

If you're hot to bag PRA on some violation of your rights, you're far more likely to find your legal ammo through the laws I've already cited here in late May. You as a ''not me'' case don't get the broadest coverage, but PRA still cannot abuse, harass, or mislead you if it wants to stay out of court. Your next step should be a simple ''cease-communication'' notice via USPS Certified with return card. You would do the same if you were the target and the debt claim was invalid. This is the method promoted by the FTC and many consumer watchdogs, and the only way to set a legal landmine.

Problem is Resident, I'm not a debtor. And spoofing callerID is illegal. I am just pointing out those facts. Either they are operating illegally or actually treating their employees like shit because someone would have to be there if the person they are calling were to actually answer the phone.

The agency's autodialer need not be located in California just because you see that in the NANP reference.

How do I stop them from calling?

  1. Ask the unwanted caller to stop calling and put you on their do not call list (they are legally required to comply).
  2. If your number is registered with the National Do Not Call Registry you can file a complaint with the FTC.
  3. Block them with a call blocker:
