I reported this to the FCC and to one other agency someone recommended. Both mailed me back saying there was nothing they could do without a proper name. i gave them the name Cardholder Services and a few phone numbers they use. I have asked numerous times to be taken off the list. They hang up on me and call back the next day.
Received perhaps my 10th call from these people today. Too Get Even's advice. Rep's name was Stephany. Told her I needed to grab my account statements to give her balances and interest rates, but my phone batter was dieing. Asked for a number to call her back. She gave me 407-218-6535 ext 823. I called back and she answered (didn't need to ask for an extension). I was unable to get a company name (she always said "Card Holder Services") or other identifying information. I've filed complaints with the Washington Attorney General and the National Do Not Call Registry.
If you get a call from these people, you might try calling 407-218-6535 and let them know they really better remove you from their call list, because their forged caller ID numbers aren't going to hide them.
I have learned how to deal with these calls. Reporting the number that is on your Caller ID to the FED or your state’s Attorney General does no good because it is usually either a forged number or it is a number that can not be associated with the caller, and therefore cannot be used to identify the real caller.
You need to get a REAL number that can absolutely identify the caller in order for the FED or your state Attorney General to be able to sue the real culprit. The only way to get that real number is to talk to the caller and turn the tables on him!
When you get this type of call feign interest. That means that if the recorded message asks you to press 9 then go ahead and press 9 to talk to a live person. While they give you their pitch, keep feigning interest. Sound excited that you may be able to have your interest rate reduced. Keep them talking. If they ask you a question, answer it, but don't answer it truthfully (and NEVER give them your Credit Card number or anything else that is real).
After a couple minutes you will have them hooked. That is when you have to go to the bathroom, or check the oven, etc. Ask them if you can call them back in a few minutes and get a phone number from them. Chances are they will give you a real number (and their name). Call that number back a minute or two later and ask for the person that you were speaking to. Talk to them just long enough to ensure that you are talking to the same person and that the same conversation is being continued. At that point, tell them that you are on the Do Not Call List and that you want to be placed on their own internal DO NOT CALL list. Also, let them know that you now have a valid phone number to report to your state of the FED.
I did this a month ago after receiving dozens of calls offering me to reduce my interest rate. When I asked if I could call back I got the number ‘1-866-942-6441’ along with the company name ‘Sapphire Financial’. I called back a minute later and spoke to the same person and the conversation picked up where it left off.
I was able to report all this to my State’s Attorney General and because they have a verified bonafide phone number, the AG can sue the company, which they are in the process of doing so now. Now when they call (and they continue to call) I feign interest so that I can get a verified, bonafide number that can be used to SCREW them both legally and royally
Until you can get a verified bonafide number, there is nothing that you can do. If you can get a verified, bonafide number, the FED or your state’s Attorney General can do something,
By the way….If you do feign interest and they don’t give you a number when you ask….just tell them that you will just call 1-866-942-6441 and ask to speak Jennifer Sallies instead. More than likely they will be calling for Sapphire Financials and hearing their real number and the owner’s name will really BLOW their mind.

ISN'T THERE ANYTHING WE OR SOMEONE CAN DO TO ELIMINATE THESE HARAASING PHONE CALLS. I AM ON ALL KINDS OF WISCONSIN DO NOT CALL "LISTS" AND I AM STIL GETTING "BOMBARED" WITH THESE NON-SENSE CALLS.
DNC is useless, isn't it? This is just another in a long line of scams I'm bombarded with on the phone at all hours of the day. Between this and the gazillion numbers tracing back to Auto Warranty, I'm ready to throw my phone out the window.
i didnt answer it because it had onknown name and i surely did not recognize the number..when reading the comments i now know that it was yet another call like i have received before about lowering my credit card rate..probably to 6 percent which has been in the news where i live about these calls which are totally bogus.
Name Unavailable and left no message. Reading all these other comments have helped. I can't wait to answer next time. I am also on the "Do not call list" for what it's worth. The joke is on them...I have no credit cards.
Robo call ask if I wanted to lower credit card rate, I pressed 9, operator offers lower my rates Visa or Master Card. When I ask which of my cards she is referring to she hangs up. I suspect a fraud was intended.
Same as below. I get this call at least once a week, sometimes more than that. I am on the DNC and I sooooo want these guys to have to pay somebody for this. How do we report them???
Automated credit card offer to lower my monthly rate. I pressed 9 to speak to a rep. They said, "are you calling to decrease the rate on your credit card?" I said no and they hung up on me. Next time I'm going to try routing it through TrapCall. If that works I will definitely post any info here so we can begin the legal proceedings against these @$$-hats!
recorded message said push 9 for a live...guy said name of co was "account services" but he rudely hung up when I asked for their address so I could note it in my FTC complaint.
Cardholder Services. Pressed '9' for operator. Put phone on speaker. When operator answered, pretended not to hear him. Kept typing, cleared my throat, whistled a little tune. All the while, I could hear him say "hello? hello?". After a few minutes, played Spanish Flea ( youtube.com ) until he hung up.
Call came from Florida to Kansas @ 12:27 on 5-1-09. Call not answered and no message left. Posters on other sites identify this company as Card Holder Services and is a typical credit card rate scam.
Received call @ 10:26 am CST on May/4/2009. When I asked what is the name of the company that is calling, they replied "Card Holder Services". When I asked if this call was from someone that I have an account with or is this a blind sales call, they hung up. I am on the national do not call list. Is this illegal for them to call me?

Second day that this number has called and left a 2 second voice mail that was unintelligible. On the DNC list as well and would like to see this company fined as well.
I live in Pennsylvania and have reported this company to our Attorney General. PA has it's own DNC list with the following requirement: "Every telemarketer that calls consumers in Pennsylvania is required to purchase the list from the list administrator. The telemarketer must then remove every name on the "Do Not Call" list from their calling lists within 30 days of receiving the list. A violation of the law carries a civil penalty of up to $1,000, or $3,000 if the person contacted is age 60 or older."
Seeing that I've received multiple calls and have been on the DNC list since it's inception 6 years ago, technically this company owes PA at least $4,000.
Have asked several times to be put on their DNC list; I am already on the national list, but that doesn't stop them. Today when I asked I got a very loud, very long beep before they hung up. Gee, do you think someone's asked this before :)
I receive many calls in the past and told them I wanted to be placed on the DNC list. Received two calls today, on the first one (from 407-000-1215) they hung up on me when I told them why I called. For the second one I just placed them on mute and went about my business. I hung up after a minute or so.
automated system will not let you opt-out trying to sell a credit card; does not let you call back the number to opt out either--am on the do not call list and it apparently does no good!
A recording came on when I answered and since this wasn't the first call I pressed "9" to talk to an service person and told the guy I didn't have a credit card his reply was "would you like to buy some booty cakes?". I said "please take my name off The call list!!" He said "don't you want to buy some booty cakes"? Needless to say I hung up. Can't something be done??

Very annoying. Asked them three weeks ago to not call and then they called today. I pressed 9 to speak to person. Asked for a manager and amazingly they disconnected me before I could speak to the so-called manager. Cannot call the number on the caller ID because it is not a real number. How can these people keep getting away with this??

I keep getting calls from this number representing Credit Card Services. Woman argued with me when I told her I was on the national do-not-call list, saying they don't sell anything; they just provide a service. I disagreed and asked to speak to her superviser. Finally I asked if she had a supervisor and she spat into the phone "Nooooooo. I DON'T!" and hung up.
Someone from this number hung up on me when I asked to be removed from their call list - what can I do to stop the calls???
AFTER LISTENING TO THE PRE RECORDED MESSAGE, I PRESS THE NUMBER TO SPEAK WITH SOMEONE TO LOWER MY INTREST RATE. STAN NEWTON ANSWERED THE PHONE. I ASKED HIM TO PUT ME ON THE DO NOT CALL LIST AND HE HUNG UP ON ME BEFORE I FINISHED. THIS IS HARRASEMENT. THEY CALL REPEATEDLY STATING THAT THIS IS MY LAST CHANCE. I AM ON THE NATIONAL DO NOT CALL LIST.
When asked if this was a call concerning one of my present credit cards the caller asked if I wanted to lower my rate to 6%. When I asked if this call was dealing with a credit card that I had the caller told me when I was serious about lowering my credit card rate to give them a call he laughted and then disconnected
Glenn called stating that he wanted to lower my rate on a current card to 6.8% - when I asked him what card he said I needed to verify information. I told him that I was not going to give him any info until he told me who he represented. At this point Glenn said "There are plenty of woman that work here, when you are done being a blabbering idiot call one of them back." Then he hung up, he is obviously having a very bad day. This is a scam and not someone representing a card I currently own.
