The phone is ringing, and I don't recognize the number,
All Caller ID says is, "NAME UNAVAILABLE".
Please help me figure out who is calling and what they want

These people called my home at 440am..... I really would like to know which credit card company this is
HOW ABOUT 4:09 AM!?!?
Id said card services and recording said to press 1 to talk to rep about lowering my cc interest rate. Did not answer and blocked future calls.
I got the call at 4:16. With an elderly Mom living alone I automatically assumed the worst when I jumped out of bed. I just got off the phone with the state Dept of Consumer Credit and they say that it's a phishing scam trying to get you to give them your card number.
This is a follow-up to my previous post. I tried calling that number and was directed to "press 1" if I didn't wish to receive any more "Preferred Marketing" call. For what it's worth.
Called my house at 2:14AM! Answering machine picked up before I could answer...said to press 1 to lower my interest rate and 2 to stop receiving calls.
These guys are on a roll. They called me at 3:50 a.m. I've filed a do-not-call complaint. What other recourse do we have?
Stated they could reduce credit card debt. local news station just had story on exact story. these companies will call those on do not call list as late as 5 in the morning with automated dialing. just hang up call.
This person called me at 2PM I politely told them this is an unlisted private number from a foreign gov't consulate office/residence and they were violating Federal law by calling it. They then asked if we used credit cards and I said no, tehey hung up
We are getting their stupid calls about once a month. They deliberately try to sound like your existing credit card has security problems. I was on a call with a friend these jerks called, I put her on hold to see what was going on. Of course it turned out to be this scam and when I told how annoying it is, she she told me what the CID displayed and said she gets harassed by them constantly. She too is on the DCL and has tried countless times simply hitting the "2" to be taken off their list.
If they are being such a nuisance to so many people, how can it be that they are leaving no tracks? And I would think they could not help but leave tracks since they are such scum sucking bottom dwellers.
Took a day off to relax and this phone # shows up. I never answer Unknown Name calls and they did not leave a message. I'll also be reporting this to the DNC list.
Firm called June 15 @ 13:10 with recorded message to punch 1 to lower cc rate. I did so and a male with possibly Russian or middle wastern accent asked whether I wanted to lower my rate. I told him he was violating Federal law by calling me as I am on the Do Not Call List and that I was going to report him to the FTC. He apologized and stated his firm is having problems with its computer. I then reported the incident to the FTC, which everyone should do...ftc.gov It takes 2 minutes and is very easy. After I filed complaint FTC advised it accepted my complaint.
They are calling to tell my Wife her card is ok, (She don't have a Card ? ) We have a Blocked Phone Number? Sharks are out for New blood !!
They called and spoke to my 11 year old daughter. She repeatedly stated "My mom's not home"... but they would not shut up. She finally just hung up.
Forget the DNCList, use the FCC's page, they have more bite, takes a few minutes and then the assign you a case number, you get the doc in the mail a few weeks later, if you get a few. File a claim in court and make them pay for wasting your time. here is the web site, make sure you use https.

Message said that "I called" about lowering my credit card rate. I never called anyone.
"Heather" calling from "Credit Card Services" - This is a credit pirate. They try to convince you to switch your debt burden from a more reputable credit company (if there can be such a thing) to them so they can jack up the APR and charge you for every little thing. No there is nothing you can do about them calling you at 3:30 in the morning. Nobody is paid to enforce federal mandates against it. For that reason, they apparently don't feel bound to adhere to the federal do-not-call list.
When I called the number back, I got an auto-reply. "Thank you for calling back. I you are not interested in receiving future calls regarding our special promotions and would like to be placed on our do-not-call list, please press 1. Please allow up to 72 hours to have your number removed from our preferred marketing list. Thank you and have a nice day." It said this three times and hung up. When I called back again and pressed 1, it said 'Thank you.'
Credit piracy of this sort should be illegal.
Call from 402-982-0771. There was no one (dead air) on the line.
Caller: Caller id maybe being forged.
From Citistream website
citistream.com
CITISTREAM IS NOT A TELEMARKETING FIRM AND DOES NOT MAKE ANY UNSOLICITED CALLS.
CITISTREAM IS A CERTIFIED TELECOM CARRIER.
Do not give out any information to whoever calls from this number. Most definitely they are frauds.
June 24, 09 @ 5:47 pm, I received a call from (402)982-0771, stating they were from Card Services and they could lower my rate as low as 6 % if I just press 1..... I hung up
SCAMMERs
do not answer the phone
i hope they roast in hell
I am recording the date and time of all calls from 402-982-0771 and
will compile my list after I've had enough of this nonsense. My data
will be sent to the Attorney General in the state in which these calls
originate. Another choice is to report the calls to the police in
the area where these calls are made. They represent themselves as
card services.
That's about the only reliable way I know to stop this intrusion into
your home. It is obviously a scam.
To report this fraud, contact the Attorney General in Nebraska. Please
keep a record of calls by date and time. If the harassment continues, here's
the information you need to forward your data for getting the scam stopped:
by e-mail send your data to: NEDOJ@ago.ne.gov
By mail, write to Nebraska Department of Justice, Jon Bruning, Attorney General

called us on 6/29 @ 10:20am Eastern Time
They want to reduce my interest rates? On what? I don't have any outstanding credit cards out there to lower interest rate. Another scam artist at work. I hope they read these statements. What you people need to do beside threatening them with DNC jargon, is to tell them to see what the public thinks of them on this site of "Who Called us!" They need to see how scummy they really are. Getting calls at 0300 or any O dark thirty in the dark is real low duty here. Don't try to be nice here at this hour.Make them hear what you feel. They are getting paid to solicit, so let's solicit them to what we really feel.
Some sort of scam. The recording sounds real at first. When I actually got a person on the line and asked a few pointed questions I was hung up on. I have received this call on at least four occassions; filed complaint with FCC.
Caller ID: 402-982-0771
Caller: Card Services
Do what I do when I start getting these calls - I turn off my answering machine during the day when I'm not home. I'm not there to hear it ring and they (and/or the computer!) soon get tired of never getting an answer and move on. In the evening I turn it back on but I NEVER answer the phone when it's a number I don't recognize. They can call me 'til the cows come home, but their call is never getting answered. In the last 5 days I've gotten several calls (from 2 different numbers) with this same scam - lower your credit card rate - which I found out by checking this site which I LOVE. A big THANK YOU to whoever did this site! Not only that, I don't HAVE any credit cards! A big thank you to the inventor of Caller ID as well! ;o)
This call came in while I wasn't home. The computerized voice left a message stating this was their last attempt to offer me a chance to lower my rate. It was also their first attempt, as far as I know. Sounded fishy to me and after reading these posts, I certainly won't be calling them to find out more!
PLEASE PUT A BLOCK ON THIS NUMBER...
Offered to lower my current interest rate to 6.9% on all Visa and MC. cards due to my pay on time record
Requested card numbers but did have a lot of personal info too
Gotta love the illogic. As soon as I saw "Card Services" on Caller-ID, I knew it would be a scam, so I let it go to voicemail. Cheery recorded female voice says it's my "final notice" to lower my interest rate, blah blah blah. Then "Press 1 to speak to a representative, press 2 to stop receiving notices." I already know from experience that pressing 2 does nothing--but why should I need to press 2 anyway if this was my "final notice"? Doesn't that mean I already should receive no further notices, even without pressing 2?
Morons.
Message on voicemail for lowering credit card to 6%; press '1' to receive information, press '2' if you don't want to receive any more calls for this or other promotionals; this was my final notice.
Shouldn't have bothered trying to find out anything - a scam is a scam is a scam!
Anyway, when I called the number, pressed '1' got dial tone; called second time, pressed '2' got dial tone. Called 3rd time, pressed '0' got dial tone. This is odd. Nothing produced an answer as to who this call came from, however, upon searching the Net I was able to determined that the number 'supposedly' belong to Citistream Communications, Inc. Could this be part of CitiCorp, aka CitiBank?
I'll be filing a complaint with FCC for fraud via communication device.
I'm almost as disgusted with some of the people who post here as with the telemarketers they whine about.
IT IS STUPID TO COMPLAIN, IF YOU'RE NOT GOING TO DO ANYTHING USEFUL TO MAKE THE COMPLAINTS EFFECTIVE!!!!!
We're all getting these calls. Big deal. What more of you (I'm already doing it.) need to do is track down the scumbags, post useful information here -- and then file suit. Unfortunately, in this instance, I was not able to press 1, so I'm not able to contribute, either. However -- WHEN (not if) I get information -- I will come back and post an update. I have taken many of these people to court, and have collected tens of thousands of dollars.
YOU can do it, too.
Or, if you don't want to do that, you can actually answer your phone once in a while instead of hiding like cowards (Yes, at times I am cowardly, too.) and talk to the jerks -- act interested -- and get real information about the companies so that folks who are working to actually make a difference can get a hand from you.
Here's the exact message which was left:
"Hello, this is Heather at account services, and we're calling in reference to your current credit card accounts. There is no problem currently with your accounts. It is urgent, however, that you contact us concerning your eligibility for lowering your interest rates to as little as 6.9 percent. Your eligibility expires shortly so please consider this your final notice. Please press one now on your phone to speak with a live operator and lower your interest rates. Or press two to discontinue further notices. Thank you and have a great day."
We have exactly the same message recorded here in Southern New England which Mister "Disgusted in TX" transcribed, though as usual with these things it began ahead of the recorder. The female sing-song voice is new to us but the tactics are well known. See reports on origination numbers 4070009821 and 9042594351 for similar stories.
Note the seeded terms "urgent", "eligibility", "expires", and "final notice", meant to create anxiety and possibly fool you into thinking this is official bank business and not a sales pitch. Oh, and how can this be a "final notice", as "Maryland" has noted, if they need to be told explicitly never to call again? Answer: They hope you have a soft gullible head and don't realize you can call a creditor's customer service rep without their dubious "help" and conduct your own rate negotiation.
HEY TeXaS. you might have a problem with the complaints on these numbers. You`re right on one point, for sure file a complaint, but I like knowing what others have to say and what experiences the others are having and what trouble they are having too.So me personally I use these for personal information, so if you don`t like it,go away !!! Or in our Arizona words, DRY up and blow away.
A call about credit card card rate reduction service. Reported to the FCC.
Another "Lower your Interest rates" call.
What happened to the Do Not Call list???
A man in a very thick foreign accent told my husband he was paying 9% on his Visa card. He
told him he was not paying 9%, nor would he ever pay 9% and they hung up.
These people called me and I pressed 2, on several different occasions, to get them to put me on their do not call list. They kept calling...I finally pressed 1 and confronted the woman on the phone. I told her this is a scam and what do I need to do to get her to stop calling me. She said, "get the f**k off my phone", then she hung up. They stopped for about six months. Of course, now they are calling again...but still a nice break lol! Guess it's time to press 1 again!!!
The above number has called 3 X just today. The last time I hit 1 and spoke to a woman with a spanish based accent. Told her I know this is a scam and to stop calling. Several weeks ago the same scenario except when I spoke to a "live" person, and told her I wanted to be put on the "do not call list" she said, and I quote "you should have said so in the beginning you f--king b--ch." I don't shock too easily so my retort was appropriate to the situation....my grandchildren would be shocked. Have to keep a sense of humor but this is beginning to be invasive to our lives. Please forward this note to the appropriate people.
Call number 4 just today....pressed 1 told man who answered that I know this is a scam and have reported it and told him NOT to call back. We'll see......
Obviously, I'm on NDC registry. Grrrr. More crap. 1st time caller for me. oh Ho!!! Just got their vmail. This is the same recording that I've received last several days (about 1/day, but different caller IDs...)
"...as low as just 6.9%. Your eligibility expires shortly, so please consider this your final notice. Please press '1' now, on your phone, to speak with a LIVE operator and lower your interest rates. Or, press '2' to discontinue further notices. THANK YOU, and have a great day!"
hate these guys!!! It's the same source!!!
Please KEEP REPORTING these calls to your States Attorney General, here is his response to my constant complaints:
"My office is attempting to identify this company and the source of these calls. Often times these sorts of telemarketers block the number or provide false information using specific technology to mask their identity. We will continue to work with the information that we have received and other tools that we have available to identify and stop these calls. We appreciate you taking the time to help us in out efforts".
My advice (timbo) is to keep reporting the name, number, and caller ID to your Attorney General's office. I have reported EVERY call of this nature to DoNotCall.gov and instead, they seem to be increasing. The last time an Indian/Pakistani voice told me he worked for MASTERCARD, and provided me, without asking, a callback number of 1-800-VISA911 (I'm not kidding, VISA911 for MASTERCARD). I informed both VISA and MASTERCARD (I have both), and will continue to file complaints until somebody gets tired of hearing from me and finally does something about these scams.
i am getting a call from this # too,i called my credit card & they have me on a no call list. so it is not from mastercard, what # do u use to block a # from calling? this # has me on a certian time a day, every day.
This is a criminal organization stealing credit card numbers through various forms of trickery... lowering interest rates, extending your auto warranty, etc.
Since I know they're criminals, I have no problem hitting "1" and then telling the live operator to go fuck him or herself before hanging up. I'm sure you all can think of even better ways to let out your frustrations on them. However, keep in mind that being nice and politely asking them to remove you from their list will cause them to cuss you out before they hang up on you.... like I said before... these assholes are hardcore CRIMINALS looking to scam you.
I do not believe the 804-234-9010 phone number is fake or caller-id spoofed since when you dial it, you'll get prompted to remove yourself from the list. Don't do it, they'll call you even more. It seems they recently added a new number today, 402-982-0771, so now I'm getting similar calls from both.
I report EVERY single one of these ILLEGAL calls to both of these websites. Everyone here should do the same and with enough complaints, they will get shut down and prosecuted.

Check out the Citistream site

The problem is, once you press the number to put yourself on their "Do Not Call List," they just block the number when they call, so that the caller ID shows "Unavailable."
Caller ID: Card Services/402-982-0771
Company: "Account Services"
Date: 07/21/09 9:32 a.m. CDT
I answered intentionally.
Got a spiel from Account Services calling me about my credit card, about final notice of eligibility for a 6.9% credit card rate.
NOTE: Given my recent Chapter 7 bankruptcy I do *not* have a single credit card and there is no way I would be offered a low rate, if I had one!
I specifically selected "1" to get a live person.
The young female indicated that (she or her firm?) represented Visa, Mastercard, ... I interrupted to ask her what the name of the company was that paid her. She started to say Visa, Mastercard again and I indicated that she was lying, that those are two separate companies.
I again asked for the name of her company, because my number was on the Do Not Call list and the call was fraudulent, so I would be reporting the call to the authorities.
She quickly hung up.
So, since the "authorities" don't seem to care, I am reporting my information to the consumers.
To get a low rate on a credit card, all personal information would be required. Are these phone calls PHISHING for identity theft?
BEWARE!
Same as everyone else - same credit card scammer. :( Have to call the FTC to get anyone to look into it.
These people are scam artists looking to get your credit card number.
Don't answer, hang up, or tell them to go F**k off.
Call came from Nebraska to Kansas at 16:45 on 7-23-09. Call not answered and no message left.
Other sites advise this is the lower your credit card rate scam. Dump them.
hung up when answered
I received my first call from these people today. I wasn't home at the time so they left a message. Thought it was odd to be offering 6.9% interest rate on my credit card so I had to look this number up. Glad I did. I have more than one credit card and there are three adults living in my home. They never asked for a specific person nor did they mention which credit card or leave an 800 number for me to call them back if I was interested in accepting the offer????????
Woman left message on my answer machine saying no problems with my credit card but this was the last time they would notify me(I WISH) about reducing my rate. Why don't these skanks get a life and get out of mine? Hey AT&T, are you listening here. Am tired of paying huge phone bills for nutties playing on my phone. Get off of your ATT ass and do something NOW>
complaints.donotcall.gov FTC has a complaint form online for you to fill out
This criminal enterprise calls with their phony offers.
Heard sound on the line- clink- then busy line sound.
The caller leaves a message stating, "There is no problem with your credit card at this time, but call us IMMEDIATELY to negotiate a lower rate.".
My caller ID has reported this call with the same identical message and the same voice from various phone numbers with area codes in Nebraska, Maine, Florida and a few others that I cannot recall.
Reporting them to the Do Not Call Registry will accomplish nothing because they simply resurface with another number from another location.
These parasites are the lowest form of life on the planet, just sucking up oxygen that decent people could be breathing.
The solution is simple enough. If you don't recognize the number on your caller ID, don't answer. They don't deserve one second of your time.
It was a scammer trying to get credit card numbers. Said it was "Heather" from "Account Services" and that I could press "1" to lower my interest rates. I pressed "1". A female voice came on and verified that it was "Account Services" and that they "work for Visa and MasterCard". I asked them for their address and they immediately hung up the phone. It was very obvious from the start that this is a scam. I find it hard to imagine that anyone would fall for this, but I guess that there must be enough really stupid people out there. They probably only need a 0.1% response rate in order to steal a lot of money.
How can the authorities let this go on for so long. Are they waiting for someone to have their identity stolen and have their lives destroyed?
When I called this number back the voice message answers "If you do not wish to receive our special promotions please press 1 to be placed on our do not call list".
I got a call from them in the afternoon today. It was an automated voice telling me about saving interest on my credit cards. I have since blocked their number.
Credit card scam. Anyone gullible enough to actually give these criminals personal info, is just asking for trouble. I feel sorry for elderly folk who come from a time and generation of trust. How the world has changed. Do these guys really think that "life" wont catch up with them. Karma my friends... karma. It's comin' for ya.
Automated voice telling me she was calling about my Visa, MC, etc. credit card.
Taped message about reducing my credit card interest.
Lower Mortgage Interest
called by 402-982-0771...sounded like a recording for "This is card services". I hung up at that point.
I'm getting called daily from this number.....sometimes twice a day. I have pressed 2 to be removed more times than I care to remember. I pressed 1 to talk to a live person and was told the calls wouldn't stop until I tried their "services". The angry woman I spoke with also informed me that she knows where I live. Nice.
Got a call, all redit card stuff. Next time I will answer instead of allowing a message. I have this wishtle I can blow into the phone, it will likely deafen the prock.
After dozens of calls, I got a whistle. Ask to speak to one of their reps (con artists) and then blast them!!!!! Air horns are even better!
Credit Card Services trying to solicit my credit card information over the phone.
Recorded message says to press "2" to remove from calling list.
Anyone here got call from "1-929-200-9110" or "1-929-200-5110" before.
seem they keep changing their phone carrier to continue their scam.
Very abusive telemarketer - they have called numerous times in the last couple of weeks, and each time I have selected "2" to have my number removed from the list. This time I pressed "1" to emphasize that I would like to remove my number. When I pressed "1" I got a man who asked if I had pressed "1" to hear about how to lower my interest rates. I said "yes", and then I said that I had pressed "2" previously and could they please remove my name from their list. He then launched into a verbal attack, stating that I had just "lied" to him and that I hadn't pressed 1 to try to lower my interest rate. He totally attacked me! He called me a few choice names, called me a liar a couple more times and when I finally blew up and told him he was being an asshole, he slammed the phone down. How is it at all acceptable that these companies can continue to call me in my own home and I can't do a thing about it. When I try to civilly ask once again to be removed, I get yelled at and attacked??? This is not right! Who can I report this to?
Another call from "Erica at Credit Card Services" with an offer to lower my credit card interest rates. She has a much more pleasant voice than Kami or Rachel. ;-)
Having said that, these calls are still very annoying. As others have mentioned, pressing "2" to be removed from their calling database does nothing, and pressing "1" to complain to a live agent usually results in abuse. As a result, I'm now blocking these calls. It's apparent that neither the Canadian or U.S. DNC registries are able to touch these vermin.
GOT A SUGGESTION....
CALL THE "FRENCH LANGUAGES POLICE"...IF YOU RESIDE IN QUEBEC...
CRTC CAN'T TOUCH THEM, CAUSE THE CALL IS FROM U.S.
RCMP CAN'T TOUCH THEM, CAUSE THEY ARE NOT DOING ANY PHYSICALLY HARM ON YOU.
BUT IF YOU LIVE IN QUEBEC, THEY ARE DEAD....
"FRENCH LANGUAGES POLICE" WILL HUNT THEM DOWN....CAUSE THEY ARE DOING SALES PITCH IN ENGLISH.
ALSO, CALL "CANADA REVENUE AGENCY", THEY DON'T HAVE A GST REGISTRATION TO DO BUSINESS IN CANADA.
