Call came from Omaha, Nebraska to Kansas at 18:59 hours CDT on 9-9-10 Call not answered and no message left. Caller ID said "Foreign Exchange". Other sites identify the caller as a company trying to develope foreign exchange students. Yeah, right.

So you want me to believe that you place foreign high school students in the US by making thousands of random robo-calls from either an unlisted telephone number or are spoofing caller ID. Unless you the "Associated Foreign Exchange" at 1941 Vinton St, Omaha, NE, 68108, which is a foreign currency exchange in a Omaha barrio, you are not publishing your location. It's the only "Foreign Exchange" that is identifying itself in or near Omaha. You claim to be involved with students, why are you hiding your identity? No listed telephone number, no registered organization, no Web page = fraud.
I know from personal experience that student exchange programs have built networks of local community support and work closely and openly with local school districts to insure protection and support to both the students and to their host families. Making unsolicited robo-calls to place minors is criminally inept, but more than likely a scam.
I would caution other readers that if you return a call to telemarketer's displayed caller ID number, and it is a nonworking number, that the call actually originated from an internet telephone and the caller ID is fraudulent, it's called spoofing called ID, it's illegal in many cases and there is current federal legislation to totally ban it. Legitimate telemarketers realize that people hate them and do provide a mechanism to opt out.
Nobody there when I answered 6:30pm EST. I called back and recorded message just thanked me for calling and if did not want anymore calls to press 1. No other info on recording.
This number is "Katie" calling with a free money give-away! "Katie" and her fellow donors in Douglas County, Nebraska, who are helping her make these robocalls, will gladly pay you big bucks for your time. Just note the time, date, and phone number of each call and then go to your local courthouse to file the necessary papers. Read 47 U.S.C. Sec. 227 for details on how you can claim your $1500 payment. Hurry, this offer won't last long! With all the money you make, you may even be able to afford to host a foreign exchange student!
Amy is FOS! This a cold call soliciting homes for "foreign exchange students", or so the recorded message claims. Report the number to your state Attorney Generals office and to the FTC at FTC.gov.
Get GoogleVoice and route all your calls thru that, if you get called be these jerks, Block that number....
why would the foreign exchange be calling anyone...here.

I called this number back and got a message asking if "If I do not want to receive any future promotions" (not sure what the promotions were) and if I would like to be put on the do not call list that I should press 1. I did...we will see what happens next.

Just got a call from these idiots , and of course I was not about to answer . Machine got it , but no message left .
ID said FOREIGN EXCHANGE, I answered - no hang up or disconnect, no reply to my 'hello', so I hung up.

I see the message at the bottom from "Amy" who states she works there. YOU MEAN TO TELL ME IN THIS DAY AND AGE, YOU ARE CALLING COMPLETE STRANGERS TO "HOST" FOREIGN EXCHANGE STUDENTS? ie., rapists, perverts, child molesters, etc. ARE YOU KIDDING ME?????

Who cold-calls people to host students (who are presumably minors, if they're working with school districts as Amy claims in her comment below)? Are you kidding me? Major red flag.
The ringer ID indicated Foreign Exchange as the caller so I didn't answer. Do not call means Do NOT Call me. That's why I'm on the list. And, I give to the charities that *I* choose. I consider it an imposition to receive calls for charities, gimmes, "surveys" and the like.
They just called a few minutes ago. (Sat. 7/10/2010 2:15 CST) and I answered it. Said hello several times, it was an open line, but nobody said anything to me. They then hung up. I decided to look up this number here before returning their call. Good thing I did! And if I see ANY strange charges on my phone bill as a result of this scam I've got written proof right here.

Just got a call from them..Saw what it said on caller id so answered it. As soon as I heard the name Katie and somthing to do with the foreign exchange I hung up. I don't like getting called at this time of thenight and will not talk to anyone then. Will ignore this one from now on and if it gets too bad I will block the number.
Recording saying they're looking for host families for foreign exchange students. Press 1 if you want to learn more, press 3 if you want to be removed from the list. Guess which option I picked?

Therefore, only ask 3 questions:
1) What is the legal name and Tax ID of your non-profit organization?
State: You are required by US Federal law to supply that information when requested.
2) What is the legal address of your organization?
3) Where can I get a copy of your audited financial statements?
State: By law, you are required to made your financial statements public. I am requesting that information.
Is these three questions are answered correctly, the non-profit MIGHT be genuine.
If not, contact your State Attorney General's Office and file a complaint.

Hi, actually we are a foreign exchange program and we are a non profit. We do work with the Department of State and are a recognized organization. We work with the school districts and call into the area to give information about hosting a foreign exchange student. I hope this clears things up. We use a dialing system and that is why, when you call back it does not give you the option to talk to anyone. I wish we could figure out how to change that . . .

Be careful with these numbers. I have a friend who called a number that had a Nebraska pre-fix, they answered and she could not understand them. She hung up and somehow it locked up her line for over an hour. When she got her bill she was charged $1100.00 and was told that it was an international number. Although they called her it was charged to her as a collect call. It's been 6 months and she is still fighting it.
Recording saying they need people to host foreign exchange students, and the government lest you deduct the expense- blah, blah. Of course, when I call back I get the 'your call cannot be completed as dialed message". That right there tells you it's a scam, if the callback number is bogus, the whole thing is bogus. The recorded message won't give the option to be removed from the call list, so my suggestion is to ignore the calls. I have saved the number & marked it as IGNORE on my phone.
They called my cell phone which really hacks me off since I rarely give out this number.
