The phone is ringing, and I don't recognize the number,

I am on the do not call list.
two calls from this number, tried to return call, can't be called as dialed. Do not want any calls from this number.
Says to press 9 and lower interest rate on credit card????
Number left a message about pressing #9 to speak to a live person about lowering the interest rate on a credit card.
