I keep getting these prank calls on my cell and no one talks they just hang up and I don't know what to do!! The person that keeps calling me just calls and then hangs up and its really annoying!

Just because you are on the DNC list does not mean you will stop getting calls. The laws regarding the DNC list are similar to any other law. If you are CAUGHT breaking that law, you get fined. People who do not reference their call lists to the DNC list WILL call you. Your job, in order to make the law work, is to report all these people and numbers. The more they get fined, the less calls you will eventually get.

The 23418179516 is an international call originating from Lagos, Nigeria. Beware ! it may be a 419 scam! People have been scammed out of thousands, bet you have seen it on TV.

Some of these theories about friends using calling cards overseas may be valid, but not in my case. 213-702-9791 called my cell phone on March 14. However, I have never revealed my cell phone number to anyone, not even my son who lives in Barcelona (we talk on Skype). So in my case and many otehrs, this is obviously a random generated call from a scammer or a telemarketer (probably the former, given the types of calls people report having received).

it also takes them a while to answer because it is automatically dialing phone numbers in it's data base..

Big time scam -- called and actually talked to someone named supposedly Mr Allen Kings. Scam of $3.5Million dollars.

I know for a fact that the caller reads this page, and is very tech savvy. I am guessing they have also posted several messages here stating not to block the number. The caller is vengeful, immature and an emotionally troubled individual

Ok I just checked with my brother and he did NOT use a calling card but that number come up. Fucking weird indeed...especially when he is calling from a 703 area code cell phone.

Thick accent, called my unlisted cel #, tried to get personal info while trying to interest me in a mortgage loan. I would not answer any of his questions, but it disturbed me that he already had my address! I screamed back at him, and hung up on him after I told him not to call again. Who do you report this kind of scam/harrasment to??

My brother is the Dominican Republic, and this number came up on my cell and I spoke with him. So relax because I think he used a calling card. I will update everyone once I know something definite.

I got this call about 2 days ago. Called it back, and the same as the others. Got the same call today and I google the number and got this website. Very the twilight zone. They started calling me on 4/5/07. 3-4 times daily at all hours from 7a-11pm CST. I answered it today and it was a India National female whom spoke poor english claiming to contact me for High speed internet access and then asked me personal questions to see if I would qualify. I then hung up.
Did Accurint and Lexis Nexis and the phone returns nothing.
From internet searches, the number is a housing phone used for routing international calls to the USA (usually using calling cards or IP telephony calls)

this number called my cell at least 27 different times between 11:00 pm and Tuesday April the 18th and 12:05 am Wednesday the 19th. I called the number back, got a busy signal. This number has called me many times before, and not left a message once

This is a calling card number. My mum called me yesterday from China and this is the number IDed on my cell phone.

5 calls to me yesterday and 6 to me today, I have not picked it up yet and they do not leave a message. I keep it on vibe. We need to get these guys.

We've been receiving calls from this number every day during the day. There's a woman named Gina on the line who tries to sell mortgage refinancing and speaks with a light Indian accent. Scam, methinks.

Everyone, I just got a call from this 213-702-9791# and what it is, it's a "phone card" # that's why you get a busy signal when you try to call it back. If you have family or friends out of the USA its probable them trying to get a hold of you.

We have Choice Cable at our house in PR,so they must use this as some access number to reach us in the USA. It was a legitimate call.

have gotten six calls thus far from same number. Area code matches LA and surrounding area. The speaker is male with a very heavy accent, I'd guess Indian or Hispanic. There appears to be another male in the background of similar origin. Though he claims to be speaking english, I only understand a few words. One time I only heard the two laughing, during the latest attempt he mentioned guatamala, but he hangs up after a minute each time.

I have a feeling that it is someone from the personals - He says he is French and Italian. I have not spoken to him even though he keeps asking me to call him. Says he is in Nigeria on business and I am guessing it might be a phone scam, that stinks!! That call was 1:44 in the morning and just 2 minutes before that I received a call from "private" and I think the caller said they had someone on the line to talk and I was extremely asleep and said they had the wrong number and hung up. This afternoon, I received a call from 800-289-8004 and they hung up. I am going to look this number up as well.

I have recieved 15+ calls from this number followed by calls from #829-808-3956 today. I have picked up each one only once and there was what sounded like a spanish speaking woman on the other line both times.

My aunt got a suspicious call from this number from someone claiming to be from the IRS. They said something about there being an error because she submitted her tax return twice, and they were able to tell her the last 4 digits of her social security #...
Although she did submit it twice, the second time was a correction on an error in the first.
She called the IRS directly and they told her they did not contact her.
I'm not sure what to make of this, but it's definitely suspicious.

If you block this number, you're at your own disadvantage, because this is just something like a line-provider that connects overseas calls. Someone abroad may have tried calling you, and the number appears as 213-702-9791. So, there's no need to block the number.

It's the calling card number. If you received a call from this number, then somebody overseas had tried to call you using a calling card. This explains the busy signal you hear when you call back. Nothing to worry about - not harrasment or anything like that.

A guy keeps calling me, says his name is salman from pakistan and he keeps saying he wants to be my friend for some dumb ass reason. he keeps calling sometimes several times a day if i make the mistake of answering the phone, he used to call from a pakistani number now he calls from this one, he calls at 1 and 2 am and when i plead with him to stop he just says he wants to be my friend, i wish he would leave me the fuck alone!

3 calls after 10 my time, all woke me up. 411.com showed that it is a landline but unpublished. caller ID showed that they also used the phone # 234806498675 for two of the calls.

Got two calls from this number at night. Answer the second one, no one is talking. Then got a call from my wife, who is in China, figured out that those were from her. The number is probably used by some ip phone company for skipping the long distant charges.

I finally got someone to talk to me after about a minute delay. It was Drive Financial welcoming telephone call. I had recently bought a vehicle and they were just welcoming me from this number. 15 calls later I finally was able to talk to someone.

One of the threads stated that they feel the busy signal is a recording. That is correct, it is. I checked my cell phone bill and I had a logged call for every time I attempted to call this #. As we know, if you call and get a busy signal, it doesn't log in as a call on your bill. I think they are wanting us to call so they can have our #. I'd be very leary of dialing the # as they can get your # that way and, somehow, start making calls and using your #. I just informed Cingular and asked them to write the # down so that if I ever get a lot of charges I do not recognize, it is recorded.
PLEASE BE CAREFUL. It seems to come from outside the US as my husband called me from a hotel room and this # showed up.

Seems everyone has the same problem as I did. The past few days I've been receiving same on my cel. I also don't answer unknown phone numbers. After 3 days, I answered it this am. In stead of saying hello, I simply listened. A woman finally responded in asking...is this kathy smith? The phone connection was not good. Kept breaking up. In any case, the woman hung up. We'll see if I get any other calls

This is a phone number used to disguise International phone numbers calling into the US. I got a call from it too and realized it was my friend from Australia calling, it was busy when I tried to call back, but I realized it was her because the next time she called it was the same number.

This phone number came up on my phone when my husband was calling from guatamala at a hotel. It must have been routed through this number

I recieved several calls from this number as well as 876-355-0251. When I called the 876 number back a man with a heavy accent answered and said someone gave him my number and that she told him that we could get to know each other.

If this is not intercepted by the "No Call" list, it may originate off-shore (Indian call Center perhaps?) where US Laws are not so strictly observed.

Please have nothing to do with this number they are calling from Amsterdam and Nigeria, they are evil people who are trying to rob you of your hjard earned money. These people send you a check from other peoples bank account they have already robbed and want you to deposit their checks and send them money via Western Union. Report any activity from this number to your local police department.

I am really starting to get angry. I have received SEVERAL calls from this number. I didn't answer the first 4 calls within a two week span, but then decided to finally pick it up. It was a guy with an accent trying to talk to me about mortgage loans. I said DO NOT call me again about this.. I rent anway, and he said "YOU RENT, YOU RENT, YOU RENT???" He would not shut up so I hung up. Well, I received a call again yesterday (Sunday at 7:30pm) and then once again (Monday 6:00pm) I do corporate law in texas and will find some way to track this MF down. I told him a second ago that I will find out what business he works with and report him to the Bureau. I don't know how much luck I will have. All I can say to those who he keeps soliciting, call your phone company and block this number, or block it on your cell phone.

These are hub numbers for overseas callers. Legitimate and illegitimate callers are going to appear with this number. I'm currently working on an investigation to track Nigerian Bank Scams and this number is always involved.

Mystery solved this is a shady calling card outfit hq;d in LA specializing in cheapo calling cards mostly from western europe. Over the Easter weekend I got calls from this number on Saturday and Sunday but nothing worked, My phone rang 3 times over the weekend no one was on the other end,. Today I GIOT three phone calls from Europe alll showed this scumbag number and all the calls went through. All the callers told me they had tried over the weekend AND WERE CHARGED FOR CALLS THAT NEVER WENT THRU. I hope there is speciall spot in Hell where these LA scammer.hustlers can get an extra roasting...NUFF said.

I had several calls from a an individual that identified himself as Dr. Stanley Yoshigawa - supposedly from Japan - saying to be an investor. He first tryied to send 500K for a downpayment of 200K attempting to receive 300K back. When refusing this because of AML concerns, he disappeared for a while. He then starting calling, even offered to send a check with 2000 and now keeps calling from this number and others: The numbers are:

I told her wrong # - no Julio, and she called me back about 10 more times then a spanish man called me back asking for Julio. I told him wrong #, NO JULIO. Maybe he could understand English.

We are on the "do-not-call" registry but 2 calls so far today, one an automated mortgage seller message from "unknown caller" followed in few minutes by this one. Called this morning at 8:55, a woman appearently from Sprint wanted to give me a free phone. Just had to give name, address, and SSN. Asked for supervisor, but he was unavailable, as was every other superior.

This number is used to reroute calls from Europe but its not consistent; you won't see it each time. My boyfriend calls my (vonage) phone and it shows on the caller ID occasionally.

I received call from this number yesterday evening and the guy (thick accent)asked if I was looking for a grant. I just told him to send me information to my e-mail address and hung up. I believe he asked for me by name when I answered. I didn't receive any email and they called again today, but I didn't answer.

I find the simple way to ensure that harassment to my number usually involves sending a text message to the phone number in question letting the phone owner know exactly how you feel about the phone call.

i got a call from this number. they sent a text saying to call immediately. i called back and i got a busy signal.

It's a phone card service company in CA, not the original caller.

I got a call from this number today. They called me 4 times but I was in class so I couldn't answer so I don't know who they were.

Called my cell this morning at 530am woke me up, then called again just before 600am woke me up again. Called and got the busy signal. Called later and it rang once and silence. Did a reverse criss cross and found out the nunmber is in Los Angeles, CA and the provider is Verizon. Anyone who has Verizon as your provider should call Verizon tomorrow and report this. Print this web page or pages off and take to Verizon Customer service for action. The FBI and law enforcement will take action. If the guy is harrasing all of us then there are penalties that can be levied on this guy.

This number has been calling me for the last week like twice a day and I am getting so pissed about it.

Calls from my brother show up with this caller ID number but no caller name. Often the calls fail also, with things like; one way conversation, static, echo’s, call completes but know one there which he then calls again and it might go thru or might not. He then calls on his cell and it works. I work for a local phone company and have done some research on this number it is owned by Digicom Services at 800-464-5446 who is a wholesale long distance company using VOIP trunks that are less then perfect. I believe that most of these calls if not all are due to poor quality service. I have not been able to get any satisfactory response from this company. I believe this has been an issue for over 6 months and they are not interested in fixing the problem.

My husband is in Israel on a business trip. He just called me using a calling card. This is the number that shows up, it's an international exchange number. Not a scam. He had tried before, but since I didn't recognize the number I didn't pick up the phone. I had googled it and thought it was a scam too. After him leaving a message I realized this number is OK. If you have friends and family overseas and they buy a calling card - this is the number that shows up, pick up the phone - it might be someone that loves you that wants to get through.

This number belongs to Key bank. They call two to five times a day using different numbers. They call me instead of my granddaughter. They claim that they don't have her number. THEY DO!! They call her once a month.

It's Dell Financial, the financing arm of Dell Computer. They have called me dozens of times with nobody there. finally I got some jerk because my business computer lease was not recieved yet.

This number has called my cell every day for the past week. Does not leave a message or answer.

This is an international calling card account. It would be like one of those cards you see at CVS or walgreens. It uses the same # but everyone has there own pin number. Most cards use 1-800 but these must be cheap cards provided by god knows who.

I have gotten at least one call per day from this number for the past week. It is an international call from an online pharmacy wanting to renew my antibiotic I ordered several months ago. I have told them to stop calling, but they continue. Very frustrating.

Wait...I mean think about it. Your charged 1 minute for their call. 1 minute for your call to check the message. 1 minute to call them back. That's 3 minutes per 1 person (and seems to happen in 2's).So that's 6 call minutes per person...times 278 comments. That's like over 1600 minutes....and think of all the people that haven't gone to this site, that have been called...or all the times we've been called by this thing. hahah

got two missed calls on my cell with no message left. then found this site. While reading I got another call. I picked up and heard nothing then got disconnected. As soon as that happened my mom (in Germany using a German cell phone with a prepaid service) calls and hangs up. A sign for me to return her call. She then told me that she had tried it already twice before and I did not call back. So, I am assuming like others have experienced that somehow my mom's call got routed through that number. Also, since I picked up the third time I got the call, she noticed that she had 2 Euros less on her prepaid card.

Got a strange call last night. The person (female) wanted to speak to a Julianne. Then later came up with another name which begins with a "J". I think she's just trying to get information. I got a call from this number, it was a woman stating that she was calling from Sprint to give me a free cell phone...and all I would have to do is pay at the end of the 1st month. She said that my cell number was selected to win. She said the phone would be coded with a secret number so that no one else would be able to use it. I needed to choose the 9 digit number...I hung up...i knew where this call was going...she had already asked me to verify my address and what my birthday was.

I just got a call from that number today. It shows up on my caller as UNKNOWN CALLER w/the number. I have no clue as to who it is because I do not answer calls that state UNKNOWN CALLER, number or not...actually Charter phone is supposed to block UNKNOWN CALLER with no number...but the service is very flawed and I get those calls all the time.

It was a man with a thick accent asking me if I want to buy satellite TV. I asked them to take me off their list and no. Thus far, I haven't received more calls. However, 2 similar companies keep calling. This is total bullshit. This can't be legal. I don't need people with thick accents wasting my cell minutes especially with international calls.

I believe this is an international party using Skype skype.com VoIP service to call you by phone. I've gotten calls from this number and this is what it was. It provides a US number as caller ID because the call goes VoIP until it gets into the US, then DID via whatever node is closest to your location. This is a Los Angeles number. Hope this helps.

I thought the call was from a soldier in Korea using a calling card, so I answered it. There was just background noise. I hung up, they called back and it was a guy with a thick accent from a "pharmacy" trying to sell me something. I hung up and they called right back. I answered again and told them not to call me anymore. They haven't called back yet, even tho it has been only a few minutes.

Got called from this number a few times today. Wasn't in time to answer the first 2. 3rd one i answered, there was nothing and then i got disconnected. Funny thing is, when i called back, i got a busy signal just like everyone else. BUT, with my particular service and phone, I dont hear the typical noise when i call a busy number. I get a series of beeps made by my phone. When i called this number, not only was it the normal busy signal, it was louder and grainy sounding. Maybe i'm weird for noticing that, haha. Also, I called back several times in a row. I got different sounding busy signals. Sometimes fast and quiet, sometimes slow and loud. Not sure if that means anything. I think the loud grainy one is a recording, to be honest. When I stayed on the line to see what happend, the busy signal eventually stopped and played a series of beeps. Also could be nothing. Seems by looking at this site, the number is a call thats routed through Los Angeles California. Maybe if they call me again, I can try to play a little game with them, haha. Oh well, if its a scam, I hope they suffer harsh justice for all the annoyance they are causing.

Actually talked to a human. When answering, I get a recorded message telling me that my call has been placed on hold. I was expecting a call on my cell from Italy. This was the number displayed even though I know it was my call from Italy calling, because I called the guy in Italy and he said that "yes, he'd just called". I expect is a problem with international numbers and caller ID.

Received a call from this number at 11:10AM on 03/14/06. Whomever left a voice mail message that was 3+ minutes long. The sound heard was rhythmic in nature and sounded as though the phone was in the washing machine (?). Then, every now and then it would clear up a bit and it sounded like a woman whispering. I received the call from China. I think it is a number belonging to some international telephone company. The number probably is just a switching number, which the original call should come from abroad.

May be an overseas phone switch in L.A. I just received a call from a business contact in Sydney, Australia and this number showed up on the Caller ID.

Joe is correct. This is a number that showed up when my boyfriend called me from Israel using a calling card. So nothing to worry about. This means someone from a different country is trying to reach you. :)

I just got a call from this number...as many people have already said, it is a general number used by a company that issues calling cards, so you are probably getting a call from a friend or family trying to reach you from another country. My call was from my Uncle in Belgium.

I just confirmed that this number is for international calls. It is shown when you are receiving an international call made through a calling card.
This would explain the russian accent, strong accent, and diverse stories with no consistencies.

Another situation can be where the call originated domestically but the routing carried the call overseas before routing back to the U.S. For example. This # seems to be just a generic place holder for clid-null international calls.

I may have an answer as to what this is. Prior to this number calling my cell phone, I was getting calls from a personal land line in Oregon. It turned out to be a survey-taker (female), who was working (freelance?) for a BMW/MINI dealership by calling customers who had recently brought their cars in for servicing and asking them to rate the service. If you own a BMW or MINI (or perhaps another make of car or product--they may not do this exclusively with BMW), maybe this particular freelancer (I got a guy last time but today was a female--she said 'hello' then hung up)uses a calling card rather than a personal number to make the calls.

This guy is a member a overseas ring that is into scams, especially fake checks. He will send legitimate looking checks. He wants you to cash and send him the money. I took the checks to the bank and found out they steal people accounts and routing numbers(maybe inside job)and make fake checks.

Calls from this number to both my home and mobile number. I do not answer any unknown calls. I did call the number back (using skype) and got the same "busy signal" that others report. However, I suspect the "busy signal" is actually a recorded sound on a voicemail service rather than an actual busy signal, as skype bills time on the call during the "busy signal".

This number is related to a system network and that's the reason why it's always busy when calling it back. It just has no real owner! It seems like that number should be called just from outside the US (and through a country local 800 number).

I'm an Italian student in Texas. That number appears when someone is using a calling card from abroad to call you. I have been called by my mother from Italy through this number and when I didn't answer in time I used to receive a voice mail with a background music. Initially I really thought it was someone trying to joke me. This simply seems to be a flaw into the calling card system. It should be fixed by the calling card operator.
